Anna Paulina Luna (R-FL), a new mother, sought to bring a resolution to the House floor that would have allowed new parents to vote remotely for up to 12 weeks after the birth of their child. House GOP leadership opposed the resolution, arguing that proxy voting was unconstitutional and that carving out exceptions could be a slippery slope. The Florida Republican then used a discharge petition, a way of circumventing House leadership, to try to force a vote on her resolution. After she obtained the required 218 lawmakers’ signatures to force a vote on her proposal, Speaker Johnson took the unusual step of having the Rules Committee insert language into a rules package to prevent her resolution from receiving a floor vote. “Ninety-six percent of House Republicans voted against proxy voting because they believe it’s unconstitutional and they agree that it would open a pandora’s box,” the speaker said.
