Gleichzeitig müssen sie sich aber an hohe Standards halten. Unter anderem an die publizistische Sorgfaltspflicht, die zum Beispiel fordert, dass Nachrichten auf ihren Wahrheitsgehalt vor Veröffentlichung geprüft werden müssen. Soziale Netzwerke sind von dieser Sorgfaltspflicht befreit. Die Begründung ist hier, dass diese Dienste ja lediglich den Content anderer, der Nutzer:innen, transportieren.<br><br><strong>Problem 2: Mikrotargeting</strong><br><br>Das Geschäftsmodell der sozialen Netzwerke basiert auf Werbung. Und je zielführender Werbung ist, also je höher die Conversion Rate ist, um so mehr Geld kann man mit Werbung verdienen. Darum haben die sozialen Netzwerke ausgefeilte Werkzeuge entwickelt, mit denen sich selbst kleinste Zielgruppen sehr genau ansprechen lassen. Es ist beispielsweise kein Problem, an Personen einer Zielgruppe wie „Verwaltungsmitarbeiterin mit IT-Interesse, lebt im Norden von Hamburg, lebt in einer Beziehung, ist jünger als 40 Jahre, interessiert sich aktuell für ein Haus im Grünen“ bestimmte Inhalte, wie Videos, Fotos und Textmeldungen auszuspielen.<br><br><strong>Problem 2a: Intransparentes Mikrotargeting</strong><br><br>Werbetreibende können verschiedenen Zielgruppen zu ein und dem selben Thema unterschiedliche Informationen ausspielen, ohne dass das weder für die Zielgruppen noch für andere nachvollziehbar ist. Im einfachsten Fall sind das unterschiedliche Preise für ein und dasselbe Produkt. Aufzuspüren ist so etwas derzeit nur durch ehrenamtliches Engagement. Beispielsweise hat das ZDF Magazin Royal seine Zuschauer:innen vor der letzten Bundestagswahl um eine Datenspende mit Hilfe eines Browser-Plugin gebeten (siehe die Folge Wahlkampf im Internet).<br><br>[…]<br><br><strong>Es läuft nicht gut</strong><br><br>Soziale Netzwerke sind keiner Sorgfaltspflicht unterworfen wie klassische Medien. Dabei wissen wir aber seit der Aufarbeitung des Brexit-Referendums im Jahr 2016, dass Unternehmen wie Cambridge Analytica versuchen, die Netzwerke für Meinungsmache, insbesondere für rechtspopulistische Meinungsmache, zu instrumentalisieren. Cambridge Analytica ist auch ein gutes Beispiel um aufzuzeigen, wie extrem reiche Menschen Facebook, TikTok &amp; Co nutzen, um die Politik und Gesetzgebung zu ihren Gunsten zu verändern. Der Hauptinvestor hinter Cambridge Analytica war der Multimilliardär Robert Mercer, der 2016 auch ein wichtiger Unterstützer von Trumps Wahlkampf war. Robert Mercer hat neben Cambridge Analytica auch Stephen Bannon und dessen rechtsgerichtete Plattform „Breitbart News“ finanziell unterstützt. Stephen Bannon wiederum war ebenfalls an der Gründung von Cambridge Analytica beteiligt. Wikipedia schreibt über diese beiden Figuren: „Bannon war mit den Mercers befreundet; sie verfolgten gemeinsam das Ziel, das politische Establishment in der US-Hauptstadt Washington zu entmachten.“<br><br><br><strong>Keine Lösung in Sicht</strong><br><br>Okay, es gäbe eine Lösung. Wie durch Zauberhand würden mit einem Fingerschnippen alle die kommerziellen Netzwerke verlassen Richtung Fediverse. Eine schöne Utopie, aber leider nicht sehr realistisch.<br><br>Müssen die kommerziellen Netzwerke irgendwann sorgfältiger arbeiten und gegen Manipulationen einschreiten? In gewisser Weise ja, beispielsweise hat die Europäische Union die Gesetzeslage angepasst.
