will only happen locally in some places when it's far, far too late to do anything about it, and those revolutions will likely be squashed locally as well then. As long as not everybody on Earth is equally in a bad place at the very same time, not much is gonna happen because of people's inherent tendency to look toward their survival first, so any sort of "joint effort" is sort of doomed from the get go.
