Lyle Solla-Yates<p>Thinking about legislative changes needed in Virginia to address the housing shortage. There needs to be a reasonable definition of “harm” to determine legal standing for zoning lawsuits. Currently any change is considered harmful and grants legal standing for a lawsuit.
