You just can’t get it right in camera (ask me how I know). Unlike our eyes, cameras have a limited dynamic range, so they can’t see all the detail in both bright and dark areas. Putting my camera on a tripod and set the exposure time to 1/4 sec. It did not produce the result I wanted. In this night market situation, there was already a lot of light. I didn't really need a long exposure time. A lot of billboards looked overexposed.
