What can I use to make this? Hopefully easily (as in, the lines all move in a group if I need to reposition), but honestly I don't care if not — I just want it to know about curves and gaps, positioning nicely by default.

This is an excellent video for those who have never lived in Los Angeles to see.
It's okay. They blur the probably gruesome parts. I had the sound down. Maybe a compound fracture. 
BUT...
At one point the chopper pans the freeway farther and farther away. You have to see it to understand what one relatively small accident can do to traffic. Just miles and miles of backup from only one collision. Great camera work from their eyes in the sky!!
