The weirdness is Cocoa vs Carbon.
These are interfaces that Apple make, that you get to re-use when making your own app.
Carbon, the older one, used a COM interface that does the copy-style thing on drag 'n drop.
Cocoa, the new API, does the navigation. And all macOS things are required to be Cocoa moving forward. (Or whatever shiny is next.)
The "transition" happened around Snow Leopard. But some apps will never update to the newer interface - it takes an effort.

#Mac nerds: When you have an Open dialog visible, you can normally drag a file from the Finder *onto* the Open dialog (in another app) and the dialog should "navigate" to where that file lives and select it.
You knew that, because you’re a #pro! 
In some apps, though, that same maneuver results in Finder actually *moving* the file to whatever directory is shown in the Open dialog — not “navigating" the dialog *to* the file and selecting it.
What gives??? This drives me crazy. How can I make the behavior consistent across all apps?
